RG 1 – GOVERNOR’S OFFICE

The Governor’s Office was created under the Organic Act of Arizona in 1863, and the President of the United States appointed the Governor. The Territorial Governors had a number of duties which included appointing territorial officials, issuing proclamations, signing or vetoing bills passed by the Legislature, overseeing the development of the territory, submitting annual reports, overseeing the welfare of the territory and serving on a number of boards.

RG 2. SECRETARY OF STATE

The Secretary of State is a constitutional officer elected by the citizens of Arizona. Primary duties of the office include certifying all election results, receiving oaths and bonds for government officials, registering all legislative bills and governors’ acts, and filing receipts for all bonds distributed by the office.

The records include party nominations election returns and expense statements of candidates, 1866-1922; records of registered voters, 1912-1936. Permanent

Registration records include trademarks, 1881-1946; register of dentists, 1913-1965; dental licenses granted, 1965-1972; certified public accountants, 1919-1965; motor vehicle registers, 1912-1927; notaries public, 1943-1954; chauffeur’s license applications, 1917; and drivers license key tags, 1930-1940. RG 5 – DEPARTMENT OF EDUCATION

The Territorial Superintendent of Public Instruction was created in 1879, became the Superintendent of Public Instruction in 1912, then became the Board of Education and finally the Department of Education in 1981.

SG 1. Superintendent of Public Instruction. Reports 1884-1956. Contains teachers’ monthly reports and orders for salary, and reports from the county boards of teacher examiners. Not all schools or districts in the collection. Permanent

SG 2. Board of Education. The records contain teaching certificates from 1881-1962. Most teacher records are in the early twentieth century. Permanent

RG 6. SECRETARY OF THE TERRITORY

The U.S. President with the consent of the Senate appointed the Secretary of the Territory. The primary duties were to keep safely all original acts and resolutions of the Legislature to prepare copies of all laws and resolutions for publication; and to record all deeds and title evidences in the Territory and cause them to be accurately platted.

Administrative files. 1863-1912. (13 boxes, 90 volumes, 1 rolled item and 7 rolls of microfilm)

The files reflect the duties of the Secretary of the Territory and include the territorial census of 1864, 1866, 1872, 1874, 1876, and 1882. The records also include assessments of railroads, 1889-1890; properties sold to Arizona territory, 1897-1898; and appointment of notaries public, 1864-1911. Permanent

Materials were collected by the Secretary of the Territory from Arizona’s counties and include great registers, 1872-1912 and jury lists; duplicate tax roll, n.d. Permanent

Records on both public and private institutions include constitutions include constitutions or bylaws, membership lists, resolutions, reports, receipts, correspondence, applications and oaths, meeting notes, resolutions, petitions, agreements, bonds, warrants, telegrams, resignations, proceedings and statistics. Public officers and offices. 1863-1942. (14 boxes, 6 folders, 18 volumes and 3 rolls of microfilm).

Records contain the papers of territorial officers including the Attorney General, Auditor, Secretary, Treasurer and Governor. Governors’ papers consist of correspondence, circulars, appointments and resignations, proclamations, petitions, endorsements, recommendations for appointments, extradition requests and invitations. RG 9 --ARIZONA DEPARTMENT OF AGRICULTURE

SG 2. Livestock Sanitary Board – Brand books, 1897-1941, contain brands and marks of cattle and horses and books 1897-1951 are listed by owner’s name and county. Permanent retention

RG 12 – ARIZONA STATE BOARD OF DENTAL EXAMINERS

The Board was created in 1913, replaced by the State Dental Board in 1935, and changed to become the Arizona State Board of Dental Examiners in 1974. The Board examines all applicants for licensing and recommend revocation of licenses.

RG 17 – ARIZONA BOARD OF BARBERS

The Board inspects and licenses barbers, cosmeticians, apprentices and schools and regulates licenses. Permanent

RG 18 – BOARD OF BASIC SCIENCE EXAMINERS

The Board examined applications for registration in the healing arts and issued certificates of registration. 1934-1965. Duties transferred to the Board of Medical Examiners in 1968. Permanent

Register of doctors – Register includes a number-name list, an index without reference. No date given. Permanent

Administrative files. 1933-1952. Names lists of applicants, lists of applicants holding certificates for M.D. and D.O., name lists of doctors, etc. Permanent

RG 27 – REGISTRAR OF CONTRACTORS

The Registrar issues licenses after examination to qualified contractors, subcontractors or specialty contractors.

Applications. 1959-1970. Contractors licenses renewals are included as well as expired license reapplications. Permanent

RG 29 – ARIZONA CORPORATION COMMISSION

The Commission issues certificates of incorporation and licenses to in-state and foreign corporations, issue licenses to securities brokers and dealers. Permanent

Corporation files. 1870-1948. Contains Articles of Incorporation, index to corporations; Salesman and dealer securities applications 1917-1974. Permanent

RG 31 – ARIZONA DEPARTMENT OF CORRECTIONS

The Department is responsible for all matters relating to the institutionalization rehabilitation and limited parole functions of all adult and juvenile offenders. Created in 1968.

Correspondence, 1973-1977. Contains replies to questions from inmates direct to the Governor or Corrections Department, arranged alphabetically. Permanent

RG 42. ARIZONA RANGERS

The Arizona Rangers were created in 1901 and abolished in 1909. The Governor was authorized to muster one company of rangers consisting of one captain, one sergeant and not more than 12 privates. The men were enrolled for 12-month periods.

Files contain oaths of officers, enlistments and discharges of privates, wage claims and muster and payroll lists. Arranged chronologically and alphabetically within years. Permanent

RG 46 – STATE BOARD OF EMBALMING

The Territorial Board was created in 1909; the State Board was created in 1913 and became the Board of Funeral Directors and Embalmers in 1945. The primary responsibility of the Board has been licensing and regulating businesses that care for and dispose of deceased persons.

RG 47 – ARIZONA GAME AND FISH COMMISSION

The Commission that was created in 1958 continued the work began by the Commissioners of Fisheries created in 1881. The primary function of the agency is the licensing of hunting and fishing in Arizona and enforcing game and fish laws.

RG 50 – ARIZONA DEPARTMENT OF HEALTH SERVICES

The Arizona Territorial Board of Health was created in 1903. The Arizona State Board of Health was created in 1913 and abolished on April 1, 1974. The Arizona Department of Health Services was established March 1, 1974, and has a number of bureaus, divisions and service institutions under its authority.

RG 53. ARIZONA DEPARTMENT OF TRANSPORTATION

The Arizona Department of Transportation’s roots are from three prior agencies: The Office of the State Engineer, the Arizona Highway Department and the Arizona Highway patrol. The Office of the State Engineer replaced the Office of the Territorial Engineer in 1912.

The Arizona Highway Department was created in 1927 and abolished in 1974 with the creation of the Arizona Department of Transportation. The Arizona State Highway Commission oversaw it. Primary duties of the Commission were to establish a complete system of state routes, to direct the State Engineer, to supervise and administer the Motor Vehicle Division, and to adopt rules and regulations for the collection of taxes and license fees.

RG 55. ARIZONA HISTORICAL SOCIETY

The Arizona Historical Society was created in 1864 at the First Territorial Legislature, but was not organized until 1884. It was renamed the Arizona Pioneers' Historical Society in 1897, and the name was changed again to the Arizona Historical Society in 1974. The primary responsibility of the Society is the procurement and preservation of books, maps, papers, narratives, data and reports pertaining to Arizona history.

Historical files. 1884-1978. The folders contain facts on Arizona pioneers (entered before January 1, 1870), information compiled from census reports or great registers for the counties of Cochise, Coconino, Graham, Maricopa (some individuals are listed separately), Pima, Pinal, Yavapai and Yuma. The files also include essay materials, historical sketches, indices to minutes of various county board of supervisors, drawings of certain county courthouse plans and historical sketches of counties. RG 62 - BOARD OF MEDICAL EXAMINERS

A Board of Medical examiners was established in 1901, revised in 1903, and recreated in 1913. The primary responsibility of the Board is the protection of the public from unlawful, incompetent, unqualified, impaired or unprofessional practitioners of medicine through licensure, regulation and rehabilitation.

Licenses. 1949-1973. (18 rolls of microfilm)

The records contain reports of Examination for Licenses to Practice Medicine; Intern registration applications, 1964-1973; and Hospital Intern Certification, 1941-1973. The files also contain doctors; applications which were withdrawn or revoked, including those for reciprocity certificates. This is a four-page application with picture and related correspondence. An alphabetical file of deceased members, 1964-1975, is included. Permanent

Physicians’ Great Registers. 1903-1986. (2 rolls of microfilm)

The great registers list license number, date of license issue, name of physician, age, town of residence, education, references, fee paid, members of board issuing license and sometimes date deceased. Arranged by medical license number. Permanent

RG 64 – ARIZONA STATE MINE INSPECTOR

The Arizona State Mine Inspector is an elected, constitutional office created by the Arizona Constitution. The primary responsibility of the State Mine Inspector is to inspect, at least quarterly, every active underground mine in the state employing fifty or more persons, and any other mine at least annually. The Mine Inspector is also required to make a file with the Governor annually a statistical summary and report of all work during that year, including a statement showing mine employment, accidents, inspections made, complaints filed, violations found and other information as deemed necessary.

Reports. 1949-1959.

The reports consist of inspection reports to the U.S. Department of Interior, Bureau of Mines, and the files include correspondence with Bureau of Mines and National Mine Safety competition reports. Permanent

RG 68. STATE BOARD OF OPTOMETRY

The Territorial Board of Examiners in Optometry was created in 1907 and became the State Board of Examiners in Optometry in 1913. The primary duty of the Board is licensing optometrists.

The subject files contain appointments, 1934; renewals of licenses, 1945-1947; active licensers to 1948 and 1951; name and number list; receipts name list, 1930. Permanent

Minutes. 1907 and 1926-1950. (2 folders)

The folders contain examinations, complaints, reinstatements and lists of who may practice optometry in Arizona; applications for licensing; 1931 application form; and renewals of active licenses, 1939-1944, by name and address. Permanent

RG 69. - ARIZONA BOARD OF OSTEOPATHIC EXAMINERS IN MEDICINE AND SURGERY

The Arizona State Osteopathic Board of Registration and Examination in Medicine and Surgery was created in 1949 and amended in 1970 to the Arizona Board of Osteopathic Examiners in Medicine and Surgery. The primary responsibilities of the Board are to conduct examinations and issue licenses, conduct hearings, revoke or suspend licenses, and administer and enforce the provisions of the law.

Files contain licenses, separate listings of revoked, lapsed and deceased licensees, and a list of Arizona Osteopathic licenses granted by the Medical Board. Permanent

RG 70. – BOARD OF PARDONS AND PAROLES

The Territorial Board of Pardons was created in 1885 and recreated as the Board of Pardons and Paroles in 1913. The primary responsibility of the Board is to recommend reprieves, commutations, paroles and pardons.

Statistical reports. 1875-1967. (1 box)

Reports include statistical reports of inmates received, 1965; list of executions, 1910-1965; name list of those sentenced to life imprisonment, 1875-1967; case papers by naming noting outcome, 1890-1936; pardons and paroles and related records, 1921-1936; and correspondence regarding named prisoners. Permanent

RG 72 – BOARD OF PESTICIDE CONTROL

The Board of Pest Control Applicators was created in 1953 and repealed in 1968 when the Board of Pesticide Control was added. The Commission of Agriculture and Horticulture absorbed board activities in 1986. The primary responsibility was to issue licenses to pest control applicators.

Licenses. 1953-1971. (16 rolls of microfilm)

Records include license applications for applicators, growers and sellers of pesticides. For applicators, applications are arranged alphabetically or alphabetically by year. For growers, the lists are arranged alphabetically within the year. For sellers, arrangement is alphabetical by name of applicant within the year. Permanent

RG 73. ARIZONA STATE BOARD OF PHARMACY

The Arizona State Board of Pharmacy was organized in 1913. The primary duty of the Board is to make bylaws and adopt rules for the protection of the public pertaining to the practice of pharmacy and to examine and license pharmacists and pharmacies.

Certificate files. 1935-1969. (1 box)

Files contain lists of certified pharmacists, registered drugstores by towns, manufacturers’ licenses and patent or proprietary medicine permits by town. Also includes pharmacists registered, 1945-1947 and 1953-1955, by name; and registered pharmacists residing outside Arizona and re-registrations, 1947-48, and 1953-55. Statistics, 1939-1944, include drugstores in operation, applicants taking exams, who passed and failed, pharmacists in good standing, registered drugstores in state, exams held and statistics collection form. Records include licenses of drugstores and pharmacists in drugstores. Arranged alphabetically by name of pharmacy or pharmacist and by city. Permanent

RG 78. ARIZONA REAL ESTATE BOARD

The Real Estate Department was created in 1921 and amended in 1937. The Arizona Real Estate Board was created in 1947, amended to the Real Estate Commission in 1972 and to the Real Estate Advisory Board in 1975. The primary function of this agency is to license brokers and sales people.

Application files. 1950-1971. (494 rolls of microfilm)

The files contain duplicate vouchers of payment, copies of licenses, applications for renewal of licenses, notices of cancellation, license cards, certification of documents, examinations (title page only) and applications for licenses. Sales person files also contain changes of brokers by sales people and broker’s notices of sales people severing connection forms. Arranged alphabetically by year. Permanent

Incomplete application files. 1943-1961. (3 rolls of microfilm)

The files contain, in addition to application forms, more correspondence and payment materials such as check stubs, files removed due to court cases, 1944-1957, and no court materials where files are the same as license files. Permanent

Broker and salesmen examination identification cards. 1962. (1 roll of microfilm)

The records list applicants’ full name, type of license (broker or salesman), place of examination requested, photograph, place examination taken and date. Permanent

RG 85. ARIZONA STATE PRISON

The Territorial Prison at Yuma was approved in 1875. The Arizona Prison at Florence took over responsibility in 1907 and all prisoners were moved there by 1909. That institution became the Arizona State Prison in 1912.

Administrative records. 1876-1943. (3 boxes, 25 volumes and 6 rolls of microfilm).

Administrative records include letterbooks of correspondence, 1884-1909; lists of clothing and bedding issued to prisoners as personal supplies; and a register of prison claims presented, allowed or rejected by the Board of Control, 1903-1912. One volume entitled, "Guard Record," 1886-1903, lists guards by name. The Prison Diary, 1876-1885, is a record of daily occurrences and conduct of prisoners. Another single volume is an 1876-1909 register of prison visitors. Earlier records include more letterbooks, 1902-1909. Guards’ oaths of office, 1933-1941, are indexed by guards’ names. A Double Time Honor Book, 1913-1914, notes "good time" earned. Permanent

Prisoner records. 1875-1965. (5 boxes, 31 volumes and 3 rolls of microfilm)

The records include a Discharge Book, 1881-1906; a Register and Descriptive list of convicts, 1875-1918; a register of prisoners, 1881-1929; and alphabetical lists with received date, number, name and earlier number (if applicable). Convict records, 2906-1909, include description and picture; also a separate volume, arranged alphabetically, provides prisoners’ names and numbers. An undated Prisoner’s Index, arranged alphabetically, gives name, number, crime and county. Yuma Territorial Prisoner Files, 1877-1932, are arranged by number, 1-3657. There are pardons and paroles certificates, fugitive warrants, proclamations of commutation of sentence and proclamation of pardon, all issued over the Governor’s signature. The Register of Prisoners, 1916-1920, is by name. Permanent

RG 87. ARIZONA STATE BOARD OF VETERINARY MEDICAL EXAMINERS

The Arizona State Board of Veterinary Medical Examiners was created in 1923. The primary responsibility of this Board is the licensing of veterinarians, including collecting fees, holding examinations of applicants, issuing certificates, revoking licenses and making any rules or regulations necessary to perform this duty.

Minute book. 1923-1949. (1 volume)

The minute book contains records of the Board, seal, bylaws and regular semi-annual meetings. Also included are lists of applicants for examination, with notes on who passed or failed. Permanent

Subject files. 1944-1956. (1 box)

Files contain lists of veterinarians registered by the State Board of Veterinary Medical Examiners, 1944; 1946-1949; 1950-1956. Permanent

RG 91. WORKS PROGRESS ADMINISTRATION\

In August 1935, President Franklin Roosevelt created the Federal Writer’s project that utilized the talent of unemployed writers from every state. The Writer’s Project was part of the Works Progress Administration (WPA).

Arizona history. 1933-1943. (6 boxes)

Materials about the history of Arizona include biographical sketches, historical and biographical records of territorial Arizona, Phoenix history and biographical background, and essays and manuscripts often giving multiple approaches to the same topic by different authors writing between 1935 and 1941. The manuscripts are filed by subject classification. Permanent

Rosters of county officials. 1941. (1 box)

WPA workers for the counties of Cochise, Coconino, Gila, Graham, Greenlee, Maricopa, Navajo, Pinal, Santa Cruz, Yavapai and Yuma compiled rosters. This group includes working papers but is not complete for each county office listed nor are all counties represented. Some include county agents and home extension agents’ names. This also has a roster of judges of territorial district court of Arizona, 1864-1912, listed by districts and by counties, names and dates of service. Permanent

The files contain correspondence for the historical records survey and statewide WPA library projects. Permanent

RG 92. SUPREME COURT

The Supreme Court was authorized in 1863 under the Organic Act of Arizona. The Supreme Court was given original and exclusive jurisdiction to hear and determine causes between counties concerning boundary disputes and claims.

Administrative records. 1865-1942. (9 boxes and 46 volumes)

Appointments, oaths of office, resignations, memorials, affidavits and bonds all relate to Supreme Court employees including deputy clerks and clerks, justices and U.S. Court commissioners. Criminal case fees, 1872, are arranged by case and list all charges. The calendars, 1874-1876, list case title, court appealed from, statement, disposition and attorneys. Permanent

Appeals. 1866-1972. (131 boxes and 3 rolls of microfilm)

Appeals contain files of cases appealed to the Supreme Court, including civil and criminal cases, landmark cases, Civil case files, 1866-1911, may include statement of fact, appellee’s brief, petitions, and motions. Criminal case files, 1871-1912, may include appellee’s brief, transcript on appeal, etc. Petitions for pardons, 1924-1936, contain case files. Permanent

Roll of attorneys. 1882-1970. (2 volumes and 1 roll of microfilm).

Rolls show the signature and date below an oath. Some are indexed and later ones are microfilmed. Permanent

RG 97 – STATE LEGISLATURE

The State Legislature was created by the Constitution of the State of Arizona. The Legislature consists of two branches; the Senate and the House of Representatives. Ninety legislators convene their regular session the second Monday in January each year. Their primary responsibility is to administer the legislative branch, including the making of laws and the financing of state government.

These volumes contain the bills, memorials and resolutions passed by the House of

Representatives from 1912-1925. Indices are included. Arranged numerically and chronologically within each year. Permanent

SG 3 Joint Legislature

Records include joint or concurrent acts of the Legislature. Arranged numerically within each year. Permanent

SG 6 Members

Several Senators private papers relating to constituents, legislation, water rights and a variety of state departments. Permanent

RG 99. - DEPARTMENT OF LIBRARY, ARCHIVES AND PUBLIC RECORDS

The history of the Department of Library, Archives and Public Records began with two separate territorial offices: The Territorial Library and the Office of the Territorial Historian. The Territorial Library was established in 1864 and the Office of the Territorial Historian was created in 1909. The agency went through five changes, including the addition of the Arizona Historian in 1939 and in 1976 when the Department of Library, Archives and Public Records was created. Currently, the Department is divided into seven divisions: Administration, Archives, Research, Library Extension, Library for the Blind, Museum and Records Management.

State Historian. 1893-1987.

Files pertain to the Washington Bicentennial Committee, the Historical Markers Committee and the Federal Writers project. Records from 1937 to 1939 contain correspondence, including incoming inquiries of a historical nature, administrative correspondence regarding insurance and copies of replies. The files also include personal correspondence regarding insurance and copies of replies. The files also include personal correspondence of W. L. Rigney. Permanent
