A pre-filed bill for the 2005 Kentucky legislature relating to
security of vital records.
BR 291 would cause the Commonwealth of Kentucky to create indices of
birth, death, marriage and divorce vital records. It would provide
standards for certified copies of vital records, intended to be
consistent with the new requirements for birth records in the newly
passed federal Intelligence Bill. The bill would create time periods
after which vital records would become publicly available, 100 years for
birth records, 70 years for marriage or divorce records and 50 years for
death records.

"We were informed this week that the Reprographics Department at
the University of Kentucky is taking a year hiatus in its microfilming
operation so they can examine the mission of the department in context
with its economic business model. The University of Kentucky for years
has microfilmed over 175 Kentucky newspapers. This hiatus and possible
termination of the whole project will involve them no longer providing
this service or even replacing rolls of film that have been damaged. In
turn, this means, we at the public libraries will no longer be receiving
the local newspaper on microfilm for our genealogists and community. We
at the Henderson County Public Library are very upset about this
decision. Our newspaper microfilm is used multiple times daily and is a
great asset to our community. Genealogists from June 2004 will not have
a newspaper to look at in the future for obituaries. Anyone from June
2004 will not have a newspaper to look at in the future for articles. As
many of you know, newspapers are not printed on high quality paper and
will not last for the years to come that we will need them to.

Kentucky and would like to voice your opinion about this, please feel

Kentucky House Bill 100, which is currently being considered, is
described as "An act relating to the security of vital
records." The bill would strengthen the security features of
certified copies of vital records; establish who may obtain copies of
vital records; establish the amount of time before a vital record
becomes public records; and requires that indexes of vital records be
made by the state.
