Dear Congressman _________,
I commend the intent and efforts by Congress to prevent the abuse
of identity theft in a post-9/11 world. I recognize that H.R. 10 seeks
to limit access to vital records in order to protect citizens from
identity theft. As a genealogist, I am concerned that this bill could
also limit access to family history information for genealogical
purposes.
Please
vote NO on H.R. 10 unless it includes the following amendment:
HR-10 Section 3063(d)(2) the following
wording added to the existing paragraph:
“However, nothing in this Chapter 2 shall be construed to
require a State to change its law with respect to public access to (A)
non-certified copies of birth certificates, or to (B) birth certificates
or birth records once a period of 100 years has elapsed from the date of
creation of the certificate or record.”
The bill would have my full support if the bill were amended as
suggested. I believe that this additional language will assist states in
complying with the law without jeopardizing the legitimate use of these
historical records for the preservation of a family’s history and
still provide the security the nation needs to prohibit the misuse of
certified copies of birth records.
