Colorado - Marriage and Divorce Indices Closed

According to a post on the Librarians Serving Genealogist mail list, Colorado marriage and divorce indices have been closed and are no longer available in electronic format.

Why did they close the electronis Colorado divorce indices? So in order to get the indices one should go there personally?
